Its both. You can't have a good running game with a bad o-line. However, when healthy Ronnie Brown is one of the best backs in the league.

Because it's the Dolphins offence. Not a gimmick like many other teams run sparingly.

More fundamentally than anything else, before playcalling or personnel, is that the Dolphins are sold out to the Wildcat. It isn't their whole offense, but I'm sure they embrace and practice it far more than any other team. Simply put, you execute well what you practice well, and the Dolphins have made a commitment to the Wildcat.
This is why I hate our own Taser (what a dumb name anyway) formation - it's a gimmick. We throw it in once in awhile just to say we run it, not because we have a legitimate goal in mind. This is why we fail - we don't respect the Taser, so opposing defense don't respect it either.
Aside from that, dj43 is right on: their offensive line executes, simple as that.

Also, they are a threat to execute ANYTHING in that formation. With other teams, for the most part, you have a pretty good idea when they go into their form of Wildcat where they are going to go with the ball. When I watch the Dolphins, I have no idea if they are gonna run it with Brown, Williams, another back, WR, or even throw it.
Obviously, their players on the line and in the backfield allow them to run it effectively. But I also believe the many wrinkles they can throw in, and actually execute, is the main factor to their success with the Wildcat.

Easy, the RBs. The Wild Hogs formation was born because Arkansas' 2 best players were Jones and McFadden, they wanted to get them on the field together and mask their QB deficiencies so the OC put in the Wildcat formation. When that guy went to Miami as an asst. he saw a similar situation and ran it against NE to catch BB off guard, it was so successful it became more than a gimmick.. for that team.
Now everyone tries it but they just don't have the personnel. Oddly the few that could, like Tennesee or Dallas, haven't run it at all. So of course you need a good Oline, but then that's the case with any successful offense, so that's not really the key, it's the RBs.

Exactly. They commit to the wild cat so they develop it better than anyone.

Not to mention like the other teams that use it like a gimmick they pass out of it as well. Where as most teams use the wild cat they run it 100% of the time so it is not like the defense has to guess what is going to happen.
