I think he likes Garoppolo, and probably already promised him last summer that he wouldn't trade him to Cleveland or some other pit. Belichick was wiling to let him be a free agent next year, but since he's down to a half season to protect for insurance, Bill was willing to risk it for a very high second.
John Lynch was able to drive a hard bargain because he's really really smart, and because he had Kirk Cousins in his hip pocket free of any draft picks.
