It's good that they're scouting QBs - it means they're seeing the same thing we are with Jimmy.

The Niners have all the leverage, so the question is how much does Jimmy G and his agent think he can get on the open market? And with a shrinking cap.
Next year, Goffs cap number is $34M, Tannehills is $29M and Carr's is $22M. At $26M, Jimmy might be in the right spot. Maybe they can rework to a decent base with reasonable incentives and an injury protection clause.
Bottom line, Jimmy is a starting QB and there's only 32 jobs on the planet. Some team will pay around where he is now. And if so, consider a trade.
