I don't think the previous regime really made serious efforts to sign Japanese players. To be fair, more often than not they ended up falling short of the hype. Ohtani chose the Angels because he wanted to be in the LA market and play with guys like Trout and Pujols.
If you think about it, if they're bold enough to move to America they probably aren't prioritizing cultural familiarity too highly. I think opportunity to build a legacy is the most attractive thing, along with money obviously.
Hopefully Suzuki's priorities are to play in a great city with great fans and have a chance to win. Hes not going to be playing alongside any legends or maximizing his statistical output here.
