The 49ers are likely in search of some insurance behind second-year linebacker Reuben Foster. He is expected to be disciplined by the league following two offseason arrests, one of which involved suspicion of domestic violence. Under the NFL's domestic violence policy, players are subject to a baseline suspension of six games without pay following the first incident and a lifetime ban from the league for a second infraction.
The 49ers also re-signed linebacker Brock Coyle to a three-year deal last month.
The Seattle Seahawks made Toomer a fifth-round draft pick out of Idaho in 2012. He has appeared in games for the Dallas Cowboys, St. Louis Rams, Oakland Raiders, and Chargers.
Toomer's best season came in 2016 when he appeared in 13 games with eight starts and registered 75 combined tackles, a sack, two passes defensed, and three forced fumbles. That season, he was the most efficient run-stopping linebacker in the NFL (among players in on at least 100 run snaps) stopping 14 percent of the 177 run snaps he faced, according to Pro Football Focus.
Over the past two seasons with the Chargers, Toomer recorded 123 combined tackles, two sacks, five passes defensed, an interception which he returned for a touchdown, and five forced fumbles in 28 games and 16 starts.
Toomer visited with the Indianapolis Colts on March 19.
