O'Neill, a tight end and defensive end in high school, was a tight end during his redshirt season in 2014. He moved to offensive tackle before the 2015 season, started 12 games, and continued to start in 2016. O'Neill took over as the starting left tackle in 2017 due to injuries along the offensive line and went on to earn All-ACC honors.
Matt Maiocco mentioned O'Neill's athleticism. The offensive lineman carried the football twice in 2016 and scored a rushing touchdown each time.
At the NFL Scouting Combine, the 6-foot-7 and 305-pound O'Neill had a 40-time of 4.82 seconds, a vertical jump of 29.5 inches, a broad jump of 107 inches, completed the three-cone drill in 7.14 seconds, had 22 reps in the bench press, and a 20-yard shuttle time of 4.5 seconds. Other measurables for O'Neill include an arm length of 34 1/8 inches and hands that measure 9 3/8 inches.
NFL.com projects O'Neill to be a second- or third-round draft pick.
Lance Zierlein of NFL.com, who compares O'Neill to Jake Fisher, wrote the following within his scouting report:
"O'Neill has good length and is a terrific athlete, but his inconsistencies at the Senior Bowl practices will be hard for teams to get out of their minds. What might be even more troubling is the way he seemed to panic and lose technique in certain matchups. O'Neill is a classic zone scheme blocker, but teams may take a look at him as a move guard with tackle potential rather than locking in with him as a blind-side tackle. O'Neill needs to get thicker and stronger or swing tackle could be his ceiling."
