Savage spent just four days with the 49ers after being signed on Tuesday.
The Texans made Savage a fourth-round draft pick out of Pittsburgh in 2014. He missed the 2015 season with a shoulder injury but started nine games over the next two seasons. Savage's best season came last year when he completed 56.1 percent of his passes for 1,412 yards with five touchdowns and six interceptions.
Savage spent the offseason with the New Orleans Saints before being released on September 1.
Powell was promoted from the 49ers practice squad to the active roster on September 22 and has appeared in two games while registering one tackle on special teams. San Francisco released Powell on October 6 and re-signed him to the practice squad three days later.
Powell will wear number 30.
