Starting linebacker Reuben Foster and safety Jaquiski Tartt will not play while head coach Kyle Shanahan ruled out safety Antone Exum because he will not have enough time to be cleared from the concussion protocol.
Foster left Sunday's game against the Arizona Cardinals with a hamstring injury near the end of the first half but returned in the third quarter. Tartt left the game at the end of the first half and was eventually ruled out.
