Ian Rapoport of NFL Network reports that Fowler will sign a one-year deal.
The 49ers were expected to make a run at Fowler, says Matt Maiocco of NBC Sports Bay Area. Instead, the 24-year-old will remain with the NFC West rival.
The Jacksonville Jaguars made Fowler, who played college football at Florida, the No. 3 overall selection in 2015. The Jaguars traded him to the Rams on October 30, 2018.
Fowler registered 30 combined tackles, four sacks, a pass defensed, and two forced fumbles through 15 games and six starts with the Los Angeles Rams and Jaguars in 2018. He has recorded 83 combined tackles, 16 sacks, six passes defensed, and four forced fumbles through his three NFL seasons.
