Hurd landed on injured reserve on October 3 due to a back injury. He has not played in a regular-season game.
"I'm still hoping for him to (practice), but we evaluate that at the end of each week, and based off of what I saw from him at the end of last week, I'm not expecting him this week," Shanahan said. "We'll see how he comes in here tomorrow, but he didn't meet enough requirements last week to start him for practicing, so I'm not expecting him now."
NFL teams can activate two players off injured reserve per season so long as they landed there after the 53-man roster cutdown on August 31. Players on injured reserve are eligible to return after eight weeks but can start practicing two weeks before then.
If activated, Hurd, 6-foot-4, would be the 49ers' tallest active receiver but also the least experienced.
