Shanahan said that the team would likely promote Jeremiah Valoaga from the practice squad to replace Moore, said Shanahan.
The 49ers re-signed Moore, who spent this past offseason with the team, to a one-year deal on November 13. His signing came after San Francisco lost defensive end Ronald Blair to a season-ending ACL injury during Week 10.
"I know he's really down because he wanted to be a part of us for the rest of the year," Shanahan said of Moore. "He will be. Going on IR, it's not like he disappears, but he won't be able to go out there anymore. It was just really cool how he played these two weeks. It was exactly like the preseason.
"He just put everything on the line, doing everything he could to earn a job. And what he's done in these two weeks here, just coming right off the street, coming in, playing at a high level, getting a huge turnover for us the first week, he did some real good things for us last week."
A former third-round pick by the New York Giants in 2013, Moore has also played for the Miami Dolphins, Seattle Seahawks, Dallas Cowboys, and Oakland Raiders. He spent time earlier this year with the San Diego Fleet of the now-defunct Alliance of American Football league during the startup's abbreviated inaugural season.
"I can't tell you how impressed we were that -- we didn't know that he had a broken forearm until after my press conference yesterday because the guy never told anybody because he didn't know it was broken," Shanahan continued. "He knew there was some pain in there, but he just kept playing. And then after the game, he noticed it was hurting a little bit, and went in to get some guys to check it out, and it was broken. To just watch him on tape, playing with that, shows you that he's a special dude."
The 49ers initially signed Moore on April 5 and waived him on August 31 as part of the team's 53-player roster cut-down.
Moore finishes the year with five tackles and a forced fumble through his two games with San Francisco.
Shanahan also shared that defensive lineman Jullian Taylor suffered a jaw contusion against the Packers and offensive lineman Mike Person had a stinger. Both will be evaluated as the week progresses, but Shanahan didn't sound too concerned about either injury.
