Wide receiver Deebo Samuel is also being added to the reserve/COVID-19 list. Although, he was already ruled out of the game due to a hamstring injury.
Those are significant losses for the already injury-decimated and six-point underdog 49ers, who will have to face the Packers without several key players.
Also ruled out of Thursday night's game are running back Tevin Coleman (knee), linebacker Demetrius Flannigan-Fowles (hamstring), quarterback Jimmy Garoppolo (ankle), and tight end George Kittle (foot).
It was revealed on Wednesday morning that Bourne had tested positive for COVID-19. The team immediately shut down its facilities, began working remotely, and started contact tracing to see who might have been exposed to Bourne.
The reserve/COVID-19 list has been created for a player who tests positive for COVID-19 or has been quarantined after having been in close contact with an infected person or persons. If a player falls into either of these categories, his club is required to immediately place the player on the reserve/COVID-19 list.
Clubs are not permitted to comment on a player's medical status other than referring to the roster status and may not disclose whether the player is in quarantine or is positive for COVID-19.
