The good news is that Mullens is expected to be healthy by the start of training camp, according to Garafolo.
Mullens is scheduled to become a restricted free agent. The only 49ers quarterbacks signed at the moment are Jimmy Garoppolo and Josh Johnson. C.J. Beathard is slated to become an unrestricted free agent, while Josh Rosen will be an exclusive-rights free agent.
Mullens suffered the injury at the end of the 49ers' Week 15 contest against the Dallas Cowboys and missed the season's final two games.
San Francisco signed Mullens as an undrafted free agent out of Southern Miss in 2017. He completed 211-of-326 attempts (64.7 percent) for 2,437 yards with 12 touchdowns and 12 interceptions through 10 games last season.
Mullens, 25, has completed 64.5 percent of his passes for 4,714 yards with 25 touchdowns and 22 interceptions over the past three NFL seasons. He did not play during his rookie year.
