San Francisco 49ers star receiver Deebo Samuel made an appearance on the list, coming in at No. 2, ranking behind only Cincinnati Bengals receiver JaMarr Chase, while placing ahead of Miami Dolphins receiver Tyreek Hill, Minnesota Vikings receiver Justin Jefferson, and Los Angeles Rams receiver Cooper Kupp, who finished at Nos. 3, 4, and 5 respectively.
Simms cited Samuel as the "best weapon" in football due to his versatility and effectiveness as a pass-catcher, as well as a running back, and claiming the South Carolina product to be the best receiver in traffic in the NFL.
However, Simms believes Samuel is strong enough as a receiver, and would still place in his top-five receiver rankings without his rushing ability due to the several ways he's able to create for himself with the ball in his hands.
Samuel's route-running has been criticized by some, but Simms believes the receiver deserves more credit, and his route-running is limited due to the quarterback at hand, Jimmy Garoppolo, instead of ability.
Samuel had a breakout season in 2021, catching 77 passes for 1405 yards and six touchdowns, while rushing 59 times for 365 yards and eight touchdowns. His 18.2 yards-per-catch led the NFL last year.
Earlier on Tuesday it was confirmed that Samuel did indeed report to training camp amid extension talks with the 49ers, but it is currently unclear whether Samuel will participate when practice begins on Wednesday.
