49ers propose new pass interference rule

According to ProFootballTalk.com's Rumor Mill, the San Francisco 49ers proposed a new rule that would create two levels of defensive pass interference. For "severe" interference, the penalty would still be a spot foul. For minor interference, the penalty would be only 15 yards.

The proposal will be considered by owners when they convene in Arizona later this month.
