NFL rules prohibit rookies from participating in offseason work until their school's senior class has finished their terms, even if that rookie has already graduated.
Last week, OT Joe Staley expressed how important it was for Garnett to join his teammates and shared his feelings on the NFL rule that kept him out. "I think that's a weird rule. I don't want to get started on that," Staley told the media.
Garnett was selected with the 28th overall selection in April. The 49ers traded up to make the selection. He was the 2015 John Outland Trophy Winner, an award given to the most outstanding interior lineman of the year.
