well by my math, theres 15 spots per team, * 20 teams = 300 players, and theres only 343 spots filed on NBA rosters. So most of the players available are scrubs or guys who wont see time.

Just to expand on AB's numbers, the NBA minimum roster size is 13, maximum is 15. There are 30 teams. So the number of players in the NBA varies from 390-450. However, teams can only have a maximum of 12 active players come game time, plus 3 inactives. So the maximum number of active players in the league would be 360 at any given time.
