I'm all about giving the dude a chance here, and I'm confident he will draft, but I'm Hella skeptical right now. Paying and signing up isn't hard. If he needs to wait until payday, just say so and we will understand. But the silence is making me think of last year.

This. No communication is the issue. Not how fast he does it.
ESPECIALLY because soon (once the draft starts), communication will be critical.
