Only way it would happen is if they rescinded the franchise tag and he became a FA. You don't trade for a guy you can't negotiate with.

Bell deserves his money. That man had nearly 750 touches in the last 2 seasons. To say he is "just a running back" or that "no running back is THAT valuable" drives me nuts. Calling Bell just a running back is a ridiculous undersell. He is more valuable to that offense than any other player and should be compensated for it.
If he is made available, we should go get him. Period. Dude is a game/team changer.

Why would any of that stop him from testing the open market? If you trade for him, you know he's likely a rental. The deadline to sign him to a long term deal passed in mid July. If you franchise him, it would be a third franchise tag and you'd be paying him $20 mil+ for one season.

Exactly. The 9ers aren't in the position to rent players for a season. Unless they can negotiate with the guy they shouldn't be interested.

Can't be assured he would be here for more than maybe half a year with no negotiation window. At least in trading for a guy like Fowler you could talk a long term deal if he was productive.
Steelers have said they aren't moving him anyway.

This is for Week 1 2019, though.
