It doesn't have to be though. These are conscious decisions and they clearly had a plan to mildly test the FA waters but keep most of the team together minus Buckner, Sanders, Day, Person and Toilolo.
They've done a really nice job locking up AA/Ward and all their depth and ST.
I actually liked all the moves esp. the Buckner trade. But like I said, if you're going discard Buckner, I felt they needed to spread that cap savings this year to a few other starting position needs.
Their inactions are that of a team that has it's sights sets on bypassing 2020 for a 2021 run. They don't seem to have the hunger to improve and go for it like the Saints and other competitors. Hell, they even took Sanders away from us for a modest contract making us weaker and them stronger.
That's how this FO operated through the 90's...stealing from the Cowboys (Ken Norton Jr.). We won a Superbowl. Then they stole Deion Sanders and they won a Superbowl.
