Free Agency Signings -
Jimmy Garoppolo - QB - Patriots | Shanahan really liked him coming out of college. He highlighted is toughness, quick throwing motion, and mobility for the position. Having been mentored by Brady, McDaniels, and Belichick, this will be a signing favored by Lynch and York based on their Pats respect. And this is the perfect situation for him as we are continuing to rebuild the team with a stable GM and HC at the helm. You can't say the same for the Browns or Cards.
Josh Kline - RG - Titans | A top 10 G in the league and may be a top 3 RG based on his current play, Kline is a plug n play signing that will immensely beef up our offensive line, especially with Brown at RT.
Ziggy Ansah - DE - Lions | The Armstead LEO projects ends with this signing. Ansah is a well-regarded pass rusher in the league. A direct connection to Mayhew, current personnel executive to John Lynch. We've see his influence with the Tomlinson trade. Huge upgrade to Armstead/Lynch combo.
Bashuad Breeland - CB - Redskins | Top tier 2 CB in the league that gets paid tier 1 money due to supply/demand in the marketplace. With Cousins being franchised by the Skins, Breeland is free to sign elsewhere.
Additional Signings: Alfred Morris - RB (DAL), Taylor Gabriel - WR (ATL), Richard Rodgers - TE (GB)
Trades:
49ers trade Arik Armstead for Bruce Irvin - LB - Raiders. Armstead is an ideal fit as a 3 tech in their D or a 5 tech in their 3-4 formations. Irvin is at risk to being a cap casualty and his play has dropped off this year. Saleh knows Irvin well during their days in SEA, and we put him back in a true SAM role. With Armstead's injury history, I think the value is fair.
49ers trade Eli Harold for a Steelers 2019 7th round pick. With Irvin signed and Watson on a multi-year deal, we get rid of another Baalke pick.
NFL Draft: #2 overall
49ers trade 1st round pick and Joshua Garnett for the Jaguars 1st, 2nd, 4th, 2019 1st, 3rd, and 2020 2nd round pick. Jaguars are loaded and need a QB of the future as Bortles isn't getting it done. They have a ton a cap room to augment these draft losses with FA additions.
R1: Harold Landry - DE/LB - Boston College (via JAX - 15th overall estimate) | Ironically, Bruce Irvin was drafted in the mid-first round as well. Landry will start his career similar to Aldon Smith and Bruce Irvin - as a pass rushing specialist on 3rd downs. He's raw, so he'll have to be coached up. In 2-3 years, we may have a star in the making if Saleh utilizes him correctly.
49ers trade 2nd (via NO) and 3rd (via CHI) for Eagles 1st round pick.
R1: Billy Price - OG/C - Ohio St | Stout center with mobility to be our day 1 starter. We resigned Kilgore, but he's best as a backup.
R2: Courtland Sutton - WR - SMU | Big receiver target that will provide a ying-yang to Garcon to move the chains in the air. He could play some slot.
R2: Ronnie Harrison - S/CB - Alabama (via JAX) | Could see time at both CB and S, but primarily as the 3rd safety with Tartt as the in-box S on passing downs.
R3: Micah Kizer - LB - Virginia | Tackling machine that is best at the MIKE. Perhaps he showcases enough talent to make Foster move to WILL full-time.
R4: Marcus Baugh - TE - Ohio St. (via PIT) | Blocking TE with potential to do more.

I don't think they'd give up on Hikutini so quickly at TE. I don't know that Irvin is any better than Harold would be next year, and he's on the wrong side of the growth curve. If Landry would play SAM, there's little reason to acquire Irvin, though I would play Landry at LEO. I like Robinson as much as Gabriel. I like the Sutton and Landry picks, Kline and Breeland would be good pick ups. Not sold on Garoppolo yet, and I'm skeptical that Ansah would come here.

To address a few of your points:
- Irvin is a 1-2 year stop gap at SAM. His play may be declining but Oakland is running a hybrid scheme that may be also causing some of his decline. This will be driven by Saleh, and he will have a bias having coaches him in SEA.
- Landry will basically be a LEO on passing downs. Imagine a Irvin-Thomas-Buckner-Landry 4 man rush with Dumervil, Blair, Jones, Watson, and others as depth.
- Hikutini is a dime a dozen TE that is athletic but lacks the other dimensions to be a full time 53 man roster. I wouldn't commit to a UDFA over bringing competition to the position.
- Gabriel would thrive in our scheme as he has under Shanahan. This is an upgrade to Goodwin or Robinson.
- Garoppolo could be a Brees signing or be could be a Glennon type signing. It's worth the risk, especially if we can trade down from a top 3 pick of we don't like any of the prospects.

Ansah will get tagged. Det has plenty of cap space even after signing Stafford. Lawrence is the better bet to hit the market. Breeland is a good slot corner but not that good on the outside. Not sure if I'd pay that big $.
