In the NFC the Packers (30, 107) could offer a slightly better deal than the 49ers if Steelers refuse to trade with the AFC.
The rest of your plan is great! It would be awesome to sign Graham and Thomas.
You said it yourself with the Steelers not wanting to trade within the conference so a smaller deal from NFC team could trump an AFC offer.
Also people see the numbers and forget everything else. Brown is a stud but he's a nut case. I almost want to see him go to Green Bay because I can easily see that blowing that team apart. They already have a ton of money tied up in Rodgers and Davante Adams. Taking on Brown and his salary(which he may want to "update") could be playing with fire. First bad game or a game where Adams gets more targets and lime light than Brown and things could sour real quick.
Obviously things could happen here as well but Jimmy doesn't have the same security blanket attachment that Aaron has with ADAMS and Jimmy isn't the sourpuss that Rodgers is.
At the end of the day I'm not sure we pull the trigger because of the locker room risk Brown brings BUT if we do make the move I don't think it will take a round 1/2 pick this year, at least I hope not.
Steelers may want to pay hard ball and obviously want their value for his talents but everyone knows Brown wants out and they want him gone. Just sit back and let them panic. Unlike other times when teams can keep a player if the value isn't worth it to trade him Brown on that roster is a locker room nightmare. If he's on that team week 1 I'd put a lot of money on them not making the playoffs.
