What is the highest draft pick you would invest in a return specialist?

Depends on his other duties....Dez Bryant for instance is a WR first KR second.....Bryant will be a top 15 pick.

But how many returners are actually starters in the NFL?

Dont see many starters there, mostly #3 wrs. But out of those guys most of them were drafted late. I dont think we should invest a high pick in a returner. I would say Bryant in the first is out of the question!

Almost all of those guys are starters, just because they play in the slot for instance doesn't mean they don't start.

However we get a quality KR/PR we need him. One third of our team is functioning at significant loss of capapcity without one. We, of all teams, know the value of just simply being able to catch the ball, none the less to run it back. But we need significant help there. We need all three phases of our team operating at maximum capacity.

Dez Bryant or CJ Spiller please.....fills 2 areas of need. A legit starting WR/KR/PR or a starting RB/KR/PR (if Gore goes down)

Actually it does mean that. This is Davone Bess and he leads Mia in recieving.
Look at the games started (0).... http://www.nfl.com/players/davonebess/profile?id=BES106788
Only 2 wrs get the start per NFL team!

if you get a special talent like bryant or spiller, do you really want to expose them to the risk of injury by returning kicks....gaints had an all star d-back in jason sehorn a few years back and they had him returning kickoffs in an exhibition game and he tore his acl...never was the same player
you can find decent kick returners lower in the draft

We used a 3rd rounder for Brandon Williams and it didn't work out! We should use our 2nd rounder... no... OUR FIRST ROUNDER for a KR/PR, ala Dexter Carter!
