I don't think he goes 3. Chargers need some OL help. And with Weddle gone, Ramsey would be a perfect replacement for him.
Cowboys won't take him, so it will be between Jags and Ravens.

If he gets to #5, I think that the Jaguars would be amenable to a trade down if the 49ers really like him a lot.

Trading up to 3 or 4 would cost about 300 in value. 6th round picks are worth around 5 points.
