Yes. So even though we have the first pick now we need the raiders to win again to get the first pick. I give us a lot higher chance of winning more games or being tied with the raiders then that happening.
No. There is no head-to-head attribute to determining draft order. If two teams have the same record, the team with a lower strength of schedule (opponents' win-loss record) selects first. If the strength of schedule is identical, a coin flip decides who picks first, and they alternate through the rest of the draft.
The 49ers and Raiders currently have identical records, but the 49ers have a lower strength of schedule. The 49ers need the teams in their division to lose a few games to stay on top of the draft order, since division rivals count double for SOS.
