No, I think he would have ranked 3rd-5th in last year's QB class and he's being boosted up in a weak class. He has an elite line, a strong running game, and elite receivers who do a lot after the catch. Ohio State's SOS was 43rd before the bowl game (not tough) based on sagarin rankings. Haskins has good, but not elite size and traits (arm strength, athleticism, accuracy). Herbert would have been taken ahead of him if he declared in a weak QB class. I don't think Lock is far behind Haskins as he has better size and a bigger arm and is as accurate in my opinion (he just isn't playing with the talent Haskins has).
The 2017 draft also wasn't strong at the top. Garrett was far and away the best player in the draft. The rest of the top 5 were Solomon Thomas, Leonard Fournette, and Corey Davis.
