And in 3 of 5 drafts from 1996 to 2000, a QB was not taken in the first 17 picks. If Barrett didn't declare, there's no chance a team would reach for a QB in the top 3. As it is, if Allen or Burns has a great combine, one of them could be picked in the top 3 along with Bosa and Williams. There's no guarantee a QB gets taken in the top 3 just because of the recent trend.
Different league back then. QB's are more valuable now since the league favors them and any "pretty good" QB can net you results.
Chad Pennington falling to #18 in 2000 was a bit strange, but since 1998 that's still 19/21 drafts where a QB was taken in the top 3 (and 15/21 where a QB was taken #1 overall).
