If this team was rebuilding or had a ton of massive holes & and a bunch of old players, I would say maybe not going WR at 13. Overall we have one of the youngest teams in football. They most certainly aren't rebuilding.
I don't why there is this stigma about moving back = rebuilding. You can move back from 13 into the last first. Gain a second and third round pick and draft NFL ready guys. Guys meant to contribute next year towards a SB push. I'd argue someone like Cesar Ruiz is an instant starter and plays every offensive snap and has a bigger impact on the game than a rookie WR. No WR drafted in the first round in the last 4 drafts has had a 1000 yard season. Only 15 since 1970 have done it. I doubt our run heavy offense produces the next one. Juedy, Lamb, Ruggs are all unlikely to out produce Emmanuel Sanders 870 yards from last year. You want to win now, you upgrade the O-Line and CB with everydown starters. You add a rotational piece to the D-Line and you grap a WR outside the first round in this incredibly deep WR class. There is also the option for trading for a NFL WR like Curtis Samuel.
