I wouldn't throw in the towel on him. It's way too early. But I think his success hinges more on his coordinator figuring out how to use him moreso than him simply "getting better." He was never going to be just a LB.

The more I watch him, he's a finesse DB-like player in a LB"s body. I now think of him more as a S than LB. But unlike someone like Derwin James, he doesn't make those monster big hits and he lacks any of that instinctiveness. Total stay away for me.
He does seem built in a lab to erase TEs though. And man can he move sideline to sideline. So tantalizing, it's like a total deathtrap.

Yeah, he doesn't have that instinctive, decisive nature that you look for a linebacker or safety. He's Brandon Browner or a poor mans Kam Chancellor, for better or worse.

He's shown no coverage instincts or ability at this level. He gets juked out of his shorts by NFL TEs and RBs. It's not like he's even getting burned by just WRs. If he can't do that, then how is he supposed to live up to his draft status in any scheme?
