Scenario 2 - the 4th and 6th probably wouldn't turn into anything (most don't - Kittle is the exception). The odds of us adding a starter in the 4th or 6th round with a roster this strong are pretty slim.

Sources close to us can now confirm that Henderson will be the pick at 13. #49ers do not expect CeeDee to be available and are concerned about Jeudy injuries. Niners do not see as much upside in Ruggs as other teams.

It depends on who would be there at those spots, but the overall value to SF may be the same or better, depending on the grades they placed on these guys. I very much imagine that is what we're looking at here.
The fact that they considered both Kinlaw and Aiyuk top 15 talents tells me that they believe both are bonafide day one starters in the NFL. I personally did not see Blacklock as a 1st round talent. The gap between him and Kinlaw was quite significant, and I imagine the team felt the same way. They apparently graded Aiyuk above Lamb, and I have a feeling they think he can be the next OBJ, although maybe not as many spectacular catches.
If it's true that Kinlaw and Aiyuk were the #1 DT and #1 WR on their boards, the 4th and 5th round picks (which would be backups most likely) I'm sure seemed more than worth the sacrifice to them. Lately, we seem to be finding UDFA players that play like 4th/5th round players or better, so that's something to consider as well, especially with such a deep class. If we've scouted well, won't be shocked if we find another UDFA gem.
OG, OT, CB, LB, DE and S obviously all are positions we could still stand to address. It is possible we need new starters at CB, S, and OT in 2021. It's possible at S and OT that those guys may even already be on the roster. Probably not going to find new starters for those positions with late round picks this year, so our focus I'd expect to be on areas we can improve the depth. That would be OG, LB, DE, and S. If we trade Goodwin, that gives us four picks to address each of those spots if we wish.
I can think of plenty of potential targets in round 5-7 that could fill our depth needs and have us overall come out with a nice draft hall before adding UDFAs.

If we can find a offensive lineman and defense back to stick on this roster in the later rounds it'll be a pretty good draft.
Next year I think we go heavy offensive line and defense back in the draft.
Filling the DT and WR holes with rookie contracts should allow us to address at least one major need in free agency next year.
