Biggest QB bust picked in the top 3

Apologizing in advance for guys I'm sure I missed. I'll try to add as needed. Needs to be the 3rd pick or better.
IMO...Tim Couch shouldn't be on this list. Nor Carr really. Both were drafted by expansion franchises with absolutely atrocious offensive lines that let their young QB's get decimated. Bruce Arians still says that Couch is the most talented QB that he's ever worked with. Neither of those guys had much of a chance at success.

Some names that should be on this list but aren't:

Rick Mirer-Talk about a disappointment, this guy was supposed to the next Montana. He even had strong vocal support from Bill Walsh.

Heath Shuler-Was out of the NFL by the time his rookie deal ended

Blake Bortles-Had one good season and then nothing. Always felt like he was a guy that didn't take quarterbacking seriously. Oozed tons of talent but lacked dedication.

Not outright busts but disappointments(at least thus far).

J Russell is the biggest bust of all time for any sport.

Especially with an obvious HOF caliber WR Johnson available.
It's easily Leaf.

When the other QB you coulda had was Peyton Manning. Yikes. No other QB bust compares.

I picked Leaf because on top of being a bust he just seemed like such an a-hole. But to be fair Manning went #1 and was off the board.
Going with Leaf. Atleast Russell managed to not be hung over at his first press conference.

Jamarcus Russell. Not only was he bad, he didn't give a crap about getting better. Him being #1 overall factors in when deciding biggest bust.
Going with Russell because it was before the rookie salary structure, and how he utterly bamboozled the Raiders 36.4 million dollars to do nothing but make them look stupid.
It's either Leaf or Russell. I went with Russell just because he was #1 overall.
I don't agree that Vince Young belongs up here. Yeah, he's a bust overall, but he's an OROY and Comeback Player of the Year, and he led the Titans to three decent seasons.

It's either Russell or Leaf. Their actions greatly contributed to their implosion, and that separates themselves from almost everybody else. I have a hard time labelling a guy a 'bust' if injuries totally derail a career. That's just a lot of bad luck.
