In think the only way we get a 1st for Jimmy is if we toss in our 2nd or 3rd. His fragility and cap cost don't go well. If you're on a good team a young QB with their rookie deal is one formula for continued success.
The other is a true franchise QB (Brady,Brees,Rodgers) with a decent O line to protect. But in this case the team typically doesn't have cap room for other impact players.
