Well, it fits within the teams stated preference to prioritize players with the ball in their hands over other things.
I wish they would chuck that strategy..... It's not likely we will get a better performance from the top skill position guys collectively.
Only thing left to do on offense is to upgrade OL, get a TE2, and a fullback replacement that can be a triple threat. Outside of OL, I wouldn't want us using a day 1 or 2 pick on those things. The biggest pluses we can add to our team are on the defensive side of the ball. We could land two starters and quality depth if we play our cards right.

49ers were 29th in points allowed!!! the defense was BAD
We have urgent needs at DT, CB, S and maybe at DE and LB
They need to really dig deep in draft analysis, and uncover hidden gems like Puni, or their superbowl window is over
It's considered a great draft for: DT, CB, S, TE
That is right where the 49ers weaknesses are. So if 49ers agree, it's an opportunity to load up in these areas
