those stats look AWFUL..is it because of the era he played in or what?
You can contribute the comp% to era, but his best was 52%, just below 50 the rest of the time. He had exactly one season where he threw more TDs than picks and even then it was 19-17. 4 total winning seasons in over a decade. Basically he's in the HOF based off one win, albeit an important one. He's the original Ochocinco, a marginally decent player who got famous because he attracted a lot of media attention in the largest media market.
An even better comparison would be Jim McMahon, who had better overall numbers and won 1 SB with a great D and running game, much like Namath, and was more famous for his antics than anything. You don't see him in the HOF though.
