If you are referring to the decision to even draft Kaep, you can't lay that one on Harbaugh. In fact, that may have been the start of the friction between Baalke and Harbaugh. Baalke ran the draft. Baalke selected the players. I don't think Harbaugh had any control or say in that matter and Baalke wasn't going to allow it. So, it was up to Harbaugh to design an offense that took advantage of Kaep's skills. His skill set was, obviously, running the football.
At first, it worked. Until NFL defenses figured out that most of Kaep's passes were wounded ducks. That really became apparent after Harbaugh was forced out and the bad times started.
Still blows my mind that people run with the idea that Kap's offense was "figured out by the league."
NFL teams literally run the RPO every single weekend. It hasn't been figured out. It's a staple of NFL offenses.
Kap was figured out by the league not necessarily the offense, although Greg Roman ran a hilariously simplistic pass offense both in SF and later in Baltimore.
Kap was a 1 read and go QB who had a terrible habit of locking onto receivers and an inability to go through progressions, and even worse he was unwilling to put in the work needed to improve in that area. He was a really good player for us for a couple years, but once the league caught up to him it was over.
Merge the Athletic Ability of Kap and the Football Mental Ability of Purdy, and it would be considered a cheat code.

I'll be shocked if Harbaugh doesn't turn the Chargers into contenders. They have some good pieces and a young talented QB. Jim has won at every level and turned terrible teams into really good teams.

He will make them better. But he picked a hell of a division. It will be tough to win where he is. But he has some good offensive players and a good young QB. They have a few on defense too. There is more talent than what that bum Brandon Staley was doing. So he will improve upon that.

LA has a terrible cap situation right now so he may have to sacrifice early to win later.

This is the case with nearly every team. The ones with a lot of cap space are usually not very good hey sign high priced free agent and then they have cap problems. This is a cycle that every team goes through. No cap space one year. Lots of cap space the next. Harbaugh will make what ever decisions he needs to build a contender but I'm confident he will. It's really just the Chiefs that stands in his way and Andy Reid could retire soon.

That's it. Kaep's offense wasn't the problem. His ability (or lack thereof) was. He never grew as a QB. One trick pony that could beat you with his legs if his primary option wasn't open. It's why we lost the SB. It's why we lost to Seattle in the NFCC game. Two awful throws that were unnecessary at the most crucial moments.
OTOH, Harbaugh knew this and put the ball in his hands instead of relying on Gore, so we can't let Harbaugh off the hook either…

Meh only the Chiefs stand in his way. Broncos and Raiders are goofy teams.
