The real rule that was broken was that it became public and a bit of a PR black eye for the league. The over the top overreaction to it is supposed to tell us that the NFL doesn't condone bounties or whatever....but the truth is that they've been a part of the game for a long time.

You can't legislate away the fundamental brutality of this game. Goodell risks ruining the product.....heck, he is ruining the product. He is already the worst commissioner in modern pro sports. I don't hate the guy nearly as much as I hate David Stern, but in terms of efficacy, Stern is a lot better at his job than Goodell is.
I don't feel stating that having a bounty payout on another teams players being wrong is legislating away the brutality of the game. You also state this has been apart of the NFL for some time. Hearing other players I think it was more about special teams. Defensive and Offensive player who made larger contracts would inspire the special teamers to make tackles inside the ten or make a catch that would spot the ball inside the ten for cash. From the players I have heard on the radio it was never about carting off the other player.

Now maybe there were players in organizations that made bets on player injuries, but this was not normal part of the game as you make it out to be. Also in this case it wasn't just players but MGMT that was doing it. The players seem to think that Goodell is just hard on them but not the MGMT. Well in this case he is going after the team.

Lastly when it was brought to there attention that what they were doing was wrong, they not only lied about it but continued the practice. This was a slap in the face to the NFL stating we are the Saints and will do what we want. Well Goodell slapped them back and I have no qualms with it.

With all the star players and other players we killed over last few years I'm surprised 9ers didn't get caught for bounties. Hasslebeck ribs, Willis hit on Brad Smith, J Best, Romo, Pierre Thomas, Blount, Hardesty. We took J Graham out a few serious not to mention many other players in many other games.
