Always liked him but he doesn't fit Shanny's scheme and this unfortunately is how the league works.

Props to the Browns, for recognizing this dude is much better than JerkMckinnon.

It means they are taking a QB at 1 and are well aware that it comes with the risk of Barkley not being there at 4. This move will not prevent them from taking Barkley at 4 if he is there and they don't have an offer to move down they cannot refuse.
