To me "the best arm means, can throw long, medium or short with accuracy".
There are a ton of players that can throw the ball long and that includes players that aren't even QB's.
To me, Danny Fouts and Dan Marino comes pretty close ... and oh yes, there's a QB in Green Bay that isn't too bad either.
Had the Chargers and the Dolphins had a better defensive unit, they would have won a lot of games with all the points that Fouts and Marino were putting up.
Problem was, their defenses couldn't stop the other teams from scoring More points.
Agree with you on the definition thing - "Best Arm" does NOT = "Strongest Arm", though strength would be a part of the equation.
No clear winner IMO. Marino and Fouts were definitely in the conversation though.

Druckenmiller. Most accurate I saw on long passing was probably Dan Marino.
