When you draft a kid with such high upside, you'd like him to compete for an open job. I doubt he'll be ready for game time this year or next. but after a little development, he could surprise some people in a year or two.
I think he'll make the 53 as a third string QB. The team will keep Rad Thad on speed dial in case there's an long term injury. I don't think it affects Kap's presence on the roster this year, and his status is up in the air next year regardless of Driskell.
A lot can change between now and two years from now though. Depending on where he is, and what the QB play has been like will determine if he's in competition for the starting spot.
