The college system is way better than the NFL's system for PI. Some of these PI calls are HARSH, yet, some of the calls are petty AF. In other words, the call could have gone either way.
I would still like to see 53 men dress on Sunday and let teams use their practice squad as their "minor league system." When Jimmy Ward gets hurt, there's a guy on the PS who plays safety can replace him. Having 46 guys dress is insanely stupid. (but i guess they do it for MINOR financial reasons. )
I still think holding calls should be 5 yards--defense AND offense. However, on defense, it could result as a first down after the first infraction of the current drive. Get two defensive holding calls on the same drive--the second one will result in an automatic first down.
Coaches should be able to challenge during the whole game. The fact that coaches can't challenge during certain parts of the game is f**king retarded.
Penalties should be reviewable. Sorry, but this speaks to the incompetencies of the refs.
Refs should be full-time employees--absolutely no exceptions.
Move the KO back to the 30-yard line. I know their reasons to move it up but the game seems faster my way.

Hail Mary situations are going to be a clusterf**k of PIs. Maybe they should be cumulative? 3 PIs on the same play is a 45 yard penalty.

I agree with this. If we are going to have reviews to make sure plays are called correctly why aren't penalties reviewable? More games are changed by bad penalty rather than a fumble in the 2nd quarter

The rule book is way too complex. Any rule which doesnt protect players and doesnt contribute to the flow and enjoyment should be reviewed and dumped. When a group of refs throw flags and then have to get together to argue about the play, the rules have gotten too complex. What is a catch?

In the cfl u can challenge pass interference penalties. Seen many get overturned

I think that is a better option than 15 yards, CB's would just drag people down when beat. Would be less big plays, and everyone loves big plays.

This is such a BS concern, IMO. First, college has had PI capped at 15 yards forever and you don't see this strategy of tackling every receiver past 15 yards. Second, players are coached to play it properly, so this idea that they'll abandon proper technique every time a pass is thrown over 15 yards is silly. Third, even if they were to do it, guess what - I call a deep pass every play because that's a free 15 yards every time. What drive could be easier than five PI penalties and a RB dive into the endzone? If the defense is gonna just give you first downs so easily you take them.

this. all the years that CF has been doing this, have your seen a team that takes "advantage" of the PI rule? no...you still see plenty of big plays happen in CF.
however, i would like to add something like Heed mentioned. if you have more than 3 PIs in a game, then you get bigger penalties.

One rule I'd love to see changed is the dressing of all 53 players on game day. The owners are paying these guys to stand on the sideline.

The inactive rule is in place because some teams are more injured than others. It minimizes the advantage a team with 52 healthy players has against a team with only 48 healthy players.
