Of the 11 holdovers, only eight of them were drafted by the team. There's a very good chance Burbidge will be cut, Ward's option shouldn't have been picked up and Armstead will probably not be here next year. So, after two full seasons and offseasons and three drafts by the new regime, Baalke will have eight players left on the roster and two of them will be a long snapper and punter (and that's assuming a guy like Blair holds on). Also of the eight still on the 2019 roster, only FIVE Baalke draft picks will remain.
He was a guy who stockpiled picks, almost never signed free agents and let players walk that should have been resigned (Delanie Walker, Frank Gore). What did he have to show for all those draft picks? He left one legit blue chipper, one other quality starter, a decent punter, and then guys like Blair and Garnett. He should never be allowed anywhere near an NFL draft for any team ever again. Since he doesn't have an eye for talent at least his interpersonal skills by all accounts are outstanding.
Contrast that with the new regime. Witherspoon, Foster and Colbert are all legit defensive starters. Foster could be out the league in another year or two, but still. Kittle is a quality TE. Taylor is a decent slot receiver. If there are 26 guys who are starters or guys that come in on specific downs (e.g. 2nd TE), then this team got around least six of those guys from the 2017 draft. For 2018, I feel good already about Old Man McGlinchey, Eagle Eye Cherry and Fred Warner. Then there are guys like Reed, James and Taylor who could produce as the season progresses.
