He needed a Tom Moore to come alongside him and nurture him to the next level as he did with Peyton Manning. Instead, he was forced to rely on his own athleticism and prior experience, and that has proven to be insufficient.
Personally, I believe Harbaugh was over-rated as a QB mentor. We saw that with Kaepernick who made little progress after he came out of college. Luck, though highly rated coming out of Stanford, has been a repeat of Kaepernick. He is still the same guy. Still throws too many picks. Takes too many sacks. Does just not have the polish he needs to combine his athleticism package with polished game management.
Best thing for him would be a different environment where he can have the support around him that he needs to regain his confidence and learn how to play the game with his head as well as his arm. Pagano is a defensive coach and obviously struggles getting the right mix of offensive coaches around him to make things work.
