That's been the case since JJ, this isn't something new.

The problem with the Cowboys isn't Jerry, McCarthy or Prescott.
The real problem with the Cowboys is the media overrating them after every win to the point that every year has people thinking that the Cowboys are some super team that is going to win the Super Bowl and reality is that their roster has only 2 elite players (CeDee Lamb/Micah Parsons) and the rest are old players past their prime (Tyrone Smith, Zach Martin, Brandin Cooks. Demarcus Lawrence, Stephon Gilmore) and players that are just mid-tier (Dak Prescott, Tony Pollard, Michael Gallup, Jake Ferguson) but the media keeps hyping them because they are America's Team and it's good for business.
When playoff time comes and some team exposes the Cowboys that same media wonders what's wrong with the Cowboys and we repeat this cycle every january.

A lot of this has to do with Jerry Jones and the clout that he has around the league.

The Cowboys have the largest global fan base by a significant margin. They get clicks.

I wasn't around during the 70s and 80s, however I know the Cowboys Steelers Super Bowl rivalry was a huge if not the main reason for the nfls rise in popularity. But that was a very long time ago, I believe their popularity fell off significantly during the 80s . Besides 70s success, them having "the largest global fanbase by a significant margin" has to do with 90s nostalgia and Jerry Jones impact on the NFL as a business . Give him credit where it's due, he knows how to market the hell out of his organization. Without him the Dallas Cowboys would just be another team
I don't back down on my word! I will eat human sh*t . If the Cowboys do not win the Super Bowl. It will be streamed live on my Instagram: @jordangarnett and TikTok. https://t.co/yf7okHkryl pic.twitter.com/y01P0FUHBP
