I think Jimmy is mediocre, but Mullens is actually terrible.

The team won in spite of Mullens, rather than because of him. On the other hand, Garoppolo was an active contributor to the vast majority of the games that the 49ers won with him as quarterback.
The difference between Garoppolo and Mullens as passers is as enormous as ever.
