Shanahan didn't name Jimmy the starter last year but it was quite obvious from the get go who was QB1.

And given that Trey has a cap hit of about 7.8 million, there's no reason to have more than 10 million locked into the QB position. So there's no need to have Jimmy on the team. It would be nothing but a sunk cost fallacy to keep him.

EDIT -- let me elaborate. There some things you can get away with lying about for an extended period, and there are some things you can't. Leaking that you've had offers has no consequence. But straight up SAYING that you have, that has consequences, AND it can be found out to be a lie. (consequences include reduction in desire for other teams to trade with you in drafts, that sort of thing)
