This is from what I heard from Greg papa. Yes he's been medically cleared to throw but that doesn't mean he's 100% recovered. Papa said he doesn't seem to be able to fully cut loose with his throws. There was an article on the web page that said something similar. He may just be reluctant to throw hard which is common after a surgery. It's only natural to fear injuring it again. Being a backup will allow him to gradually build strength.
