No that would be wrong. They have to assess each player individually. They can't just back away from anyone with a parking ticket, or whatever the floor is. Think back to the Charles Haley days. Even my least favourite, Bill Romanowski.These guys are not choir boys but teams need them. You assess the risk and do what you can to mitigate it, then make the decision. Which is I imagine what they did with Foster. The mitigation being the relatively low pick for a top 5 player.
There is a reason why Foster fell in the draft. One could argue 31 teams got it right and the 9ers got it wrong. There is a huge price to pay for when you burn a 1st round pick. I don't want to get into the choir boys debate, I will just say this, I am not a huge gambler per se, for me I would have been with the rest of the 31 teams in not picking Foster.
Oh and no more flagged players please as far as possible.
