In the last game, one reporter said Pettis had more snap counts than Deebo, he also broke it down by runs and passes. That number you put up their is skewed by the first game which Kyle wanted to limit him because he just getting back from injury, but did not realize his snap count was limited to only 2 (?) in the first game.
What is more important is how many times Jimmy G target him. Deebo is known for his precise route running, Pettis is not, and his unusual running may be what is throwing Jimmy off. It is also why Taylor is a favorite of Jimmy's when all are healthy, slower compared to the others, but he will be where Jimmy expects him to be.

he was in for two snaps in the Tampa game and caught one for yards...

His production at the end of the season last year was with Mullens. Chemistry matters between QB and WR. Not matter how Kyle designs the play, in the end, it is Jimmy who is making the decision on where and who to go to. This is where leadership of a QB comes to play, talking to his player and what he expects and what he sees and need Pettis to do or why he hasn't gone to Pettis, so that he can work on that.
