No, I don't think he has too, he can be placed on IR at the final cut down.

For to us? The Niners cut him. That means they were giving up on his contract. That also means another team can elect to pick it up. The Seahawks did.
How is it unfair? The Niners knew full well this was a possible outcome. Also, he wasn't going to make this team. So this is all moot. He's not better than any of the CBs the Niners kept.

Yes, they could have. But he has a chance to play late in the season. Plus, he wasn't likely to make the team given how well others have performed.
