Hell no. Garoppolo easily has the best chemistry with Goodwin and he catches everything...opens everything up and gives you a HR threat. Huge component to this offense.
Richie needed to prove himself as a receiver this off season (already a known product as a returner). I think he's done that.
If there is one thing he needs to work on is building up some strength and going down instantly on first contact.

I think the above highlights are a push, or maybe even give a slight edge to Taylor (I know, punt as opposed to Kickoff returner). But I agree with the premise of your post, that James should have the edge over Taylor at this point. The best ability is availability, and James has that big time over Taylor based on the last year. It helps when you stand out as one of the best players in a 'meaningful' preseason game too.

I have nothing against James and won't have any issues with it if he beats out Bourne, but I thought it was curious that he was still in the game through the 4th quarter when most of the other guys who could be penciled in as part of the core 53 were already on the bench. Makes you wonder if they were showcasing him as trade bait.
